słówko "that" tutaj można przetłumaczyć na "że"
Powiedz mu, że dzwoniłam.
w polskim też można pominąć to słówko i powiedzieć

choć trochę by to dziwnie brzmiało

zasada jest taka, że słówko "that" musi się pojawić jeżeli bez niego zdanie mogłoby być źle zrozumiałe, np.

brzmiałoby źle bez "that"
